New Zealand Vaping Regulations (Last Change: 2025)

Summary of Legal Changes to Vaping Laws in New Zealand — Effective June 17, 2025

As of June 17, 2025, new vaping regulations introduced by New Zealand’s Ministry of Health under the Smokefree Environments and Regulated Products Act have come into effect. These updates affect all customers, retailers, and online vape stores nationwide.

1) Disposable Vapes Banned

All non-rechargeable and non-refillable vaping products are now prohibited.

Examples of discontinued products:

  • OYOPUFF Juvous Choice 26000
  • Vapengin Vulcan
  • Vapengin Nimmbox Mars 99
  • Go2 8000

What this means:

We can no longer sell single-use disposable vapes that cannot be recharged or refilled. This includes any vape device lacking a replaceable pod or rechargeable battery.

Devices that allow refilling with e-liquid or pod replacement, and can be recharged, are still permitted if compliant with all other regulatory requirements.

2) Advertising, Promotions & Product Display Banned

Under the new law, vape retailers in New Zealand are prohibited from:

  • Promoting or advertising vaping products (including on websites or social media)
  • Notifying customers about new arrivals, discounts, or stock updates
  • Displaying vaping products or packaging in-store or online

What this means for you:

  • No images of vape products will appear on our website
  • No newsletters for discounts or new stock
  • Storefronts have been modified to comply with display bans

3) All Vape Discounts and Giveaways Prohibited

It is now illegal to offer:

  • Free samples or gifts
  • Multi-buy discounts (e.g. BOGO)
  • Loyalty programmes (e.g. stamp cards, points)
  • Purchase-linked games or competitions

In place of promotions, we’ve readjusted the price of many products to remain competitive and transparent.

4) Mandatory Child Safety Mechanisms

All vaping devices must:

  • Require two simultaneous or five sequential actions to activate
  • Automatically shut off after 10 minutes of inactivity
  • Include a removable battery

What this means for you:

Do not tamper with these features. Modifying or disabling child-safety functions is against New Zealand law.

Dec 21, 2023 – Disposable Vape Compliance

All disposable vaping products must:

  • Contain no more than 20 mg/mL nicotine
  • Have a removable battery
  • Use generic flavour names approved by the Ministry of Health

Mar 21, 2024 – E‐Liquid Labelling Requirements

All nicotine salt and freebase e-liquids must follow new Ministry of Health labelling rules:

  • Maximum nicotine strength: 28.5 mg/mL
  • Flavour names: Must use one or two generic terms from the Ministry of Health’s approved flavour list (e.g. Strawberry, Mint)
  • Brand-created or descriptive flavour names (e.g. Blueberry Crush, Rainbow Ice) are no longer permitted

Oct 1, 2024 – Device Compliance Rules

All reusable/refillable devices must now:

  • Have a child safety mechanism (e.g., two buttons or five sequential steps)
  • Include a removable battery
